autoware_commontoautoware_cmake,autoware_utilsandautoware_lanelet2_extensionwas complete, so this PR replacesautoware_commontoautoware_cmake,autoware_utilsandautoware_lanelet2_extensioninautoware.repos.Note that I will revert the commit 9956221 as soon as autowarefoundation/autoware.universe#7640 is merged.
