Uploading subjects through PFE doesn't always update the set_member_subjects_count for the subject set

I can reproduce this. It might be due to the congestion configuration being set to cancel.

I created a subject set via the python client and found the counter to be off as well. Additionally the lab page for the subject set looks like this:

Note that the title says there are 20 subjects (the set_memeber_subjects_count value), but the paginating says there are 15 pages (with 20 subjects each)... This is subject set 8200 for reference.
