These should be the final Unicode 16 data files.

They include freshly updated CLDR CollationTest files from

• CLDR-17226 Unicode 16 final collation data cldr#3960

as well as from

• CLDR CollationTest: omit simplified radicals unicodetools#914
• CLDR-17226 UCA CollationTest: omit simplified radicals cldr#3967
