CLDR-17416
Pull request #3531 hit the continuing problem with Zanb.
I went ahead and fixed the tooling for Zanb.
I also noticed that the variants were not being handled properly: Aran was a 'special', Hans was a 'regular', and many were missing (eg Latf, Latg). So I fixed those also, making them all like Hans.
