Learn about vigilant mode.

In this release, Saddlebags was converted to Python 3.6. The resulting .exe is much smaller.

I also added logging, and logging can be turned on by modifying the config file. This log can clarify when there are problems annotating the sequences.

We are moving towards IPD-IMGT/HLA submission, but more work needs to be done.
