Roxygen workflow improvements

• Trigger all workflows once Roxygen updates are committed.
• Remove a false failure related to pushing the commit.
• Make sure that file removals from man directory are committed.

Would you also be able to update .github/workflows/style.yaml and .github/workflows/spelling.yaml to exclude the reference to [skip actions]. .github/workflows/version-bump.yaml still needs it to prevent recursion on the default branch.
