In concept, all "specs" here should loosely follow the Ethereum Improvement Proposal framework, which is detailed and summarized at EIP-1. The EIP framework borrows heavily from Bitcoin's BIP framework, which borrows heavily from Python's PEP framework... so we are building on some solid projects :)
