Mobile could use some clean up, paginations sticks out a bit on very small devices. |

Added some tailwind styles to the pagination so is more aligned with the rest of the app. Also included some Pagy defaults tweaks.
Also setup a basic basic seeds file that creates a User and some Bounties. Could be extended to create multiple users + bounties per user, but this at least enables testing of pagination, etc.
