Improve display of centralized content on local content where it is embedded

As an editor of local content i can see the content moderation state of centralized content.

I'm not sure exactly what the original intent was here, but I do think there is a pretty good example of the pattern we should generally follow for Centralized Content embedded in local content that gets to the spirit of it.

On Vet Center nodes, there are several gray boxes where Centralized Content is displayed but can't be edited. When you go to edit this node, these gray boxes will get a clickable timestamp added to the lower right hand corner.

Local editors can click through and see the current revision and a history of changes (including content moderation states).

Steps to reproduce

• Log in as [email protected]
• Go to https://staging.cms.va.gov/node/3747/edit
• Scroll down to Featured content, see gray box

However, these clickable timestamps don't appear

• In the View Node interface
• In similar boxes on VAMCs top task pages (at least Medical Records doesn't - haven't checked them all)

Possible path forward

• Audit all Content Types that have an associated Centralized Content node
• UX - propose a standardized way of linking from these gray boxes back to the relevant Centralized content
• Dev - implement it retroactively on previous Content Types from audit

I think the intent was to show pink if the centralized content node has never been published.

It is already pretty standard as the module offers this out of the box as an option for the "edit" version of the content.
