0.0.1-pre.0 - Claiming the registry entry, and easier importing

This pre-pre-pre-pre release is just to claim the denoland registry entry for the name neo along with allowing external projects to import what we got so far, although it is unclear if the wgsl still works as there is a new "decorator" syntax for uniforms, storage and workgroups.
