Network deployment: Fraxtal

Description

Deploy relevant contracts to Fraxtal.

A few notes:

• Some infrastructure around child chain gauges is pending; we need the omni voting escrow child deployed by LZ to deploy and wire l2-ve-boost.
• Child chain gauge checkpointer was omitted as the current relayer version can checkpoint L2 gauges.
• Contracts deployed by contracts couldn't be verified in fraxscan. This is under investigation, but should not be a blocker.

Other than that everything seems to be in order. I'll set up the endpoints to run CI as well.

Not the only network like this; sadge that networks don't seem to think of / test this.
