New test JCL for PSWI version 9

Does this need to be ported to Zowe v2 as well?

Should we change the deploy_test_2_3.py file to just deploy_test.py? We're no longer limiting it to 2.3 since the test logic is handling different levels of z/osmf.

If we would be building Zowe v2 pswi again than it need to be ported. That should be easy. But I heard some rumors that we shouldn't build Zowe v2, no new development? So let's wait what will be decided :)
And yes, it should be named without 2_3, I am planning some clean up, there are also for example To-dos that are completed and similar stuff :)

There will be some bugfixes on the v2 line and new releases, yes, just at a reduced pace. My assumption is we'll keep creating new PSWIs for every release (2.18.1, 2.18.2, etc.), unless someone argues that's the wrong thing to do.
