This PR signs PTFs included in zowe-smpe.zip individually (we still sign the entire zip as well). The idea here is that some vendors which redistribute Zowe SMP/e artifacts may make the PTFs available outside of the ZIP file, so providing a signature for the PTFs lets them present those PTF files as tamper-proof / authentic.
