feat: upgrade Rollup to v4, TypeScript to v5

• 更新全部开发依赖（Jest/ESlint/Prettier/TypeScript...），避免当前在 Node 20 下构建不了（切至 16 能构建），同时避免这个：https://github.blog/changelog/2023-09-22-github-actions-transitioning-from-node-16-to-node-20/
• 更新 React 版本范围到 18，示例也同步
• Yarn 升级到 v4
• 移除没有使用过的 website 目录下的文件
