Improve CI build speed by not running Maven package for the whole project. Using the past execution statistics, the build used to take 5 mins, which is now improved to 3 mins 🙂

Description

Due to the Maven shade plugin for logbook-servlet module, we need to run package once without running tests, and then run verify.
This can be improved by limiting the package step to the logbook-servlet module only (plus its dependencies)

Motivation and Context

This is a minor change to the CI build step, and improves the build speed.

Types of changes

  • Bug fix (non-breaking change which fixes an issue)
  • New feature (non-breaking change which adds functionality)
  • Breaking change (fix or feature that would cause existing functionality to change)

@kasmarian As per discussion, added a build.sh file to streamline the build process, especially for local builds.

Would the compilation work without packaging the servlet module first? Same question to install command.
