Publish a Nuget package for ycs

As we were looking to use ycs in our project we noticed that there wasn't a Nuget package.
Publishing a Nuget package of this project would make it much more discoverable and consumable.

Should we publish ycs as is (although it's lagging behind modern version of Yjs), or wait for @LSViana with for his port to reach MVP?

As discussed with @dmonad and @Horusiath, I'm working on a separate project called ydotnet to create C# bindings for yffi.

The progress is being tracked on issues and in this project. Not all the bindings to be created are on the board yet.

There's no README file in the repository yet but I will add it as soon as the project is usable externally (currently, the features are being tested on unit tests as the bindings are written).
