Base sepolia deployment #35

Changelog

Deployed core contracts to Base Sepolia;
Updated Makefile and replace --private-key dependencies with keystore --account;
Renamed .env BASESCAN_API_KEY to ETHERSCAN_API_KEY for modularity across chains;
Removed .env deployer reliance in the BaseScript.s.sol script;
