run management container as non-root (#19)

Fixes #19 (wis2-gdc-management container now runs as user wis2-gdc).

i tried it but the cronjob isn't working ...

it's not executing the command.

Thanks for the feedback @nbuttdwd. I've pushed a fix which adds the wis2-gdc user to /etc/sudoers and starts cron via sudo accrodingly. Let me know if that works, thanks.
