Update docs build for readthedocs and add ESA seminar link

Updates our docs build process to reflect recent readthedocs change: https://about.readthedocs.com/blog/2024/12/deprecate-config-files-without-sphinx-or-mkdocs-config/ Also adds a link to Ben's ESA seminar. Co-authored-by: henry senyondo <[email protected]>
