V1.3 Board release

This release backports changes from the other Glasnost boards.

• RMII interface adjusted
• IO expansion header signals rearranged
• signal clearance improved

New board version

Board fixes

This release patches the current design without introducing new functionality.
Issues addressed:

• #4 wrong microSD footprint
• #5 lower than normal DCDC output values

Improved board with recovery

The changes include:

• make room for two testpoints (GND and RECOVERY) for at91bootstrap or uBoot recovery triggering.
• move VIN jumper under TPS2115 (if you don't populate the ORing controller you have to select a input source).
