为避免 Docker Hub 清退 Free Team 账号的影响，将镜像迁移到 ghcr.io
镜像构建过程使用 ghcr.io，该版本将同时上传镜像至 ghcr.io 和 docker.io

🤔 如果真的要迁移到 ghcr 的话，镜像路径应该是 ghcr.io/ustclug/...？比如 ghcr.io/ustclug/mirror/base:alpine？

因为现在 DockerHub 不再清退 Free Team 用户，所以目前可能这个 PR 就先放这里。debian-cd 的修改我来 cherrypick 回去。
