Feature & Bug Fix Release: new ARK IDs, DOI resolution, new LPS config

This release captures several new features:

• Support for a the new ARK ID pattern. This responds to the adoption of ARK IDs by MIDAS.
• the publication system takes advantage of the new oar-metadata feature for resolving DOI metadata to enrich NERDm metadata
• the Landing Page Service (LPS) has a new configuration framework
• more complete support for Google Analytics has been added

This release also includes various bug fixes and improvements, including:

• better unicode handling in the publication system
• LPS: AOT Angular compilation turned on
• LPS: Server Side Rendering fixed (mostly)
