Support OpenStudio 3.7 (#446)

* favor local gems in CI

* use os3.7 in CI, and run on every push

* use newly released gems that work with os3.7

* use same license text as example-repo

* copy files from example-repo

* comments for when CI runs

* bump to version 0.11.0

* change path for new residential files location

* use newly-released GMT when installing python [skip ci]

* restore class_project_workflow.osw

* clarify comment on a test

* remove base_workflow_res.osw and references to it

* add trailing newline

* tell hpxml feature how many residential units exist in the building

* test hpxml building simulation (for the first time, eeek!)

* GHA runners now have 4 cores!
