[171-C19] Consensus: Accept three Balinese punctuation characters U+1B4E BALINESE INVERTED CARIK SIKI, U+1B4F BALINESE INVERTED CARIK PAREREN, U+1B7F BALINESE PANTI BAWAK for encoding in a future version of the standard. (Reference L2/22-059)

Checked consistency with Ken’s UnicodeData-16.0.0d6.txt and LineBreak-16.0.0d2.txt.
