CLDR-17221 SBRS v45 update CLDR/LDML versions and status

CLDR-17221

• This PR completes the ticket.

This updates CLDR and LDML versions and status as follows:

• README.md, update to CLDR 45 and early development status
• dtd files, update cldrVersion to 45
  • Note, we also update unicodeVersion here. That should have been updated for CLDR 44, I will file a separate ticket to update this on the maint/maint-44 branch
• pom files, update to 45.0-SNAPSHOT (-SNAPSHOT was removed in the maint/maint-44 branch but we did not merge back that change)
• CldrVersion.java, update GEN_VERSION
• ToolConstants.java and CLDRFile.java, add 44 to previous versions
• LDML spec (tr35*.md), update tfor CLDR 45 (draft was removed in the maint/maint-44 branch but we did not merge back that change)
  • Also update the spec version to 71. Note that the maint branch had used 69 for the 43.1 release and 70 for the 44.0 release, so we are skipping fro 68 to 71 here.
  • Also roll in a few specific fixes from maint/maint-44 branch PR CLDR-17145 v44: specs to final #3364 that were not related to removal of draft status...
