CLDR-17812 ha_NE fix Kyrgyzstan Time

- for some reason, Kyrgystan time was listed as "Lokacin Kazakhstan"
- this now collides with the new metazone for Kazakhstan in the parent.
- I dropped both of these metazones in the sublocale ha_NE
