Consistent version of serde_yaml

Not much going on here, but in a prior version, the yamlist behavior wasn't consistent with the version before that because the serde_yaml minor version changed. Here is the correction to that

New flags

Apparently when they added Steve, some new flags were added, or maybe they never used them previously

Diff and patch

Implements diff and patch commands, allowing users to extract changes as new files, and then apply those changes to different files. Also separates all known flags in the motion_list format as separate bools

Convert motion_list.bin files into YAML format and back. Precompiled Windows build is included below.
