What needs to change?

Ensure that a list of supposedly active topic names is automatically checked to ensure that the topics are alive and sending messages.

How would this task be tested?

1. Test the system when all of the topics are alive and ensure that all of the automated tests pass.
2. Test the system when some of the topics are alive and ensure that some of the automated tests pass.
3. Test the system when none of the topics are alive and ensure that none of the automated tests pass.
