Add Docker Compose configuration and update readme

This pull request adds a Docker Compose configuration file and updates the readme file to include instructions for running the application using Docker Compose.

Dockerfile was modified to include scripts responsible for running database migrations by default. Also, a script for waiting for PostgreSQL server availability before running migrations and starting API Server was introduced.

Readme was reorganized to emphasize Docker Compose section.
