This PR:

  • Adds a config file for golangci-lint.
  • Works around the "feature" in YAML, that everything might be an int unless it's obviously a string (or whatever), so (Go version) 1.20 is interpreted as (Go version) 1.2 (whereupon hilarity ensues).
