Refactor ci.yml to include automatic code formatting and commit changes

What does this PR do

This workflow will automatically format the code using cargo fmt and push the changes back to the pull request branch if any formatting changes were made. The main job will then run the cargo check, cargo clippy, and cargo test commands for the various target platforms.

IMHO, Let the CI change contributors' code may surprises them, I am not quite sure we should do this.
