Preparation work to enable migrating to a new verifier registry with a higher registration fee, verified code.

This PR specifically:

  1. Removes reliance on verifier registry address on .env and instead reads its address from sources registry
  2. Revisited admin page + fixed parsing of dictionary broken after upgrading to ton@13
