Description

This makes ipmi calls from the host available. FYI, the changes to the aarch64 config are largely just a reordering the menuconfig did when adding the ipmi drivers.

How Has This Been Tested?

manually tested and ipmitool calls from HookOS to the local host worked.

How are existing users impacted? What migration steps/scripts do we need?

This makes ipmi calls from the host available.
