Why does it even reload classes? |
No idea, but it checks the environment settings (such as I'm changing in the PR) and if reloading is enabled, it force invokes it. |

During
apipie:cachetask, Apipie reloads classes, but since Zeitwerk changes in Foreman, we don't have code reloading in functional state, especially with any plugin enabled.
