Transfer unaffiliated site into a project from site settings menu

The manager of an unaffiliated site can transfer sites into projects where they are a manager or contributor. This user story represents the process to do that starting from the site.

Where is this experience

1. On home screen, select a site

Acceptance Criteria

• As the manager of a site, I want, from the site settings page, to be able to transfer that site to a project where I am a manager or an editor, so I can collaborate with others on data collection for a site.
• Remove help popover for transfer site button
• As the manager of a site, I want to see a dropdown menu that shows the list of all projects in which I am a contributor or manager
• After starting the transfer of my site to a project, I want to see a confirmation dialog informing me of the consequences of transferring my site, so I am am sure I've made the right decision.
