The Symphony IDE release 0.4.0

This is the latest release of the Symphony IDE, and the last release within the bounds of the COMPASS Project. Further development on the tool will happen, but (necessarily) at a slower rate, until such time as we have a research project directly supporting it. In the meantime, all contributions –bug reports, fixes, and so on– are very welcome.
