This fixes this error when running rosdep in ROS2

scxml_core: Cannot locate rosdep definition for [catkin]

Actually, I just realized that I don't think it even needs catkin. If the second one works for you, I can squash them.

While I think this is correct, it is not sufficient to solve the problem. We will need to do something like one of the options being discussed for Tesseract
