We need more information to understand why your change is solving the permission issue you have.
Why ln is different than create_link (used by default on Windows)?

Sorry, I missed this reply. IIRC MSYS2 mingw's cmake's executable does not have permission to write on the USER folder which is used by default, but the ln wrapper inside the MSYS shell does, which is very similar to a cygwin environment.

I'll get back to you with the repro steps and error log.
