User Management Refactor

Describe the Change

This PR refactors the User Management section of the documentation. The following changes are introduced by this PR.

• Added a new Accordion component.
• Added a new section - Users and Teams
• Added new pages to the Roles and Permissions sections
• Added a page to the Tenant section that documents how to create a Resource Filter.
• Deprecated the Cluster Management tag section.
• Added redirect for deprecated pages.
