Bump tough-cookie and gpu.js in /test_node_env

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [gpu.js](https://github.com/gpujs/gpu.js). These dependencies need to be updated together.


Removes `tough-cookie`

Updates `gpu.js` from 2.11.3 to 2.16.0
