Reflavors Medals (#3924)

## About The Pull Request

Reflavors medals to no longer mention things such as "Cargonia" or
"Robust Security" and be more faction agnostic. Should make them feel
less like slop to use.

## Why It's Good For The Game

Decrufting what's otherwise a fun RP feature.
