Status: New Wifi size for non-symbolic 16px icons

Update size for 16px non-symbolic Wifi. This matches the size previously applied to the symbolic Wifi icons. (addresses part of issue #152) Colorize Wifi icons at 16px. Remove 16px Wifi icons from "elementary-dark". The colorization means that non-symbolic icons should be able to be used with light and dark themes. Fixed issue where disconnected network used different icons for symbolic and non-symbolic.
