Restructured files and folders as described in https://weewx.com/docs/5.1/custom/extensions/#creating-an-extension
now you can easily install or update the skin without building releases

To install or update to latest version just call
weectl extension install https://github.com/seehase/neowx-material/archive/refs/heads/master.zip

Additionally

• update javascript packages
• update install.py
