chore: update common and distirbution event

Motivation

To update the common version, and have better event information.

Explanation of Changes

• Updates common. This change doesn't need to be merged as the update only impacts non-overlay side, but it's nice to have it on latest release.
• Changes distribution event attribute from block height to the height the dr was posted.

Testing

All tests pass.
