Problem: Setting the root broker's log level to TRACE (to check if all federates were connecting) made the sub-brokers also start with TRACE log level. This MR disconnects the root brokers log level from that of the sub-brokers. Sub-brokers start with SUMMARY log-level if it has not been specified in the annotation instead of inheriting from the root broker.
