Error Codes in RX platform

It is not yet decided to divide result codes as Microsoft© HRESULT error code.

To Begin With let'start with most trivial one and i'll fill this one in as i run to error code stuff.

RX_INTERNAL_ERROR_NO_REGISTERED_NAME - 1001 ( 0x3E9 )

Internal platform_error. No Constant Value registered name in parent, shouldn't happed ever.
