for clang on Windows it still should be __declspec

I am building all my CMake projects with clang compiler & Visual Studio IDE. This PR includes fixes which allows RTTR to be built with LLVM toolchain on Windows.
Clang on Windows uses
__declspecattribute to define imported/exported functions, not__attribute__the clang compiler is invoked from visual studio if
__clang__&_MSC_VERmacros are defined
