refactor(meta): list and delete SST objects in meta node #19329

What's changed and what's your intention?

This PR moves the 2 jobs delete objects and list objects used by Hummock GC from compactor node to meta node. Both jobs are lightweight.

Most line-of-code changes involve rearranging code.

It helps simplify GC process.
