feat(storage): support clear the shared buffer of a subset of tables

What's changed and what's your intention?

To support database failure isolation, when the streaming job of a database failed, we should clean the state of the jobs of the database, and restart the streaming job of the database. Previously, we only support cleaning the state of all jobs. In this PR, we support cleaning the state of a subset of tables.

We add a Option<HashSet<TableId>> in the HummockEvent::Clear. When pass Some(table_ids), we will clean the states of the table_ids in uploader. The feature is not used yet, and the correctness is tested with a unit test.
