fix(ci): bump protoc version

What's changed and what's your intention?

Currently it's failing in ci. Could be because we are using an ancient protoc version 3. I just bump to an arbitrary new one, which is used on my system.

Dashboard workflow from test commit passes.

I think it's due to a change on the versioning, like
